Lenses Canon EOS 40D – EF-S or EF-S?

Hello, I decided to go for Canon 40D, but are not sure whether to invest in an EF (looking for future when I went one day to buy a camera with a full-frame sensor), or simply continue with lenses with EF-S mount. If I use an EF lens on a camera Canon 40D, will be the quality or other attributes of the image suffer? Is there a reason why that should not go for EF at this time? Thanks! If image quality is no different, Why not everyone with small-frame cameras buy EF lenses? Is it just for money?

If you are thinking of improving future for a full-frame digital SLR, then by all means stay away from EF-S, they will not work on full frame cameras.
